SWEP Communique - Update to Oxygen Cylinder Provision: Aligning Supply with Clinical Need

Dear Practitioners,

As part of a routine review of the SWEP Oxygen Program, changes are being implemented to better align oxygen cylinder provision with clinical need and observed utilisation.

Background

Analysis of supplier data indicates that a high proportion of our consumers are prescribed multiple cylinders but consistently use fewer or have no cylinder refills each month. 
While cylinders provide flexibility and reassurance, this discrepancy between prescription and use leads to monthly charges for unused cylinders and reduced program capacity to meet broader demand across other funded programs.
 
Changes for Existing Clients

SWEP will adopt a more proactive approach to align cylinder allocation with actual usage:
  • Where historical data demonstrates lower utilisation, cylinder numbers will be adjusted accordingly
  • A safety buffer will be maintained to support consumer confidence and clinical need
  • Cylinder allocation may be increased (within maximum subsidy levels) by the treating physician where clinical requirements change 

Changes for New Clients
  • Where a concentrator and portable cylinders are prescribed, two cylinders (size as clinically determined) will be supplied as a standard package
  • Additional cylinders may be approved by the treating physician where there is clear clinical justification, and usage data supports increased need

Our Approach

These changes are underpinned by the principles that oxygen therapy should be clinically appropriate and person-centred.
SWEP will continue to monitor utilisation trends, communicate changes with both clinicians and consumers and maintain flexibility to respond to changing clinical circumstances.

We recognise the critical role of oxygen therapy in patient wellbeing. Where adjustments are required, consumers will be informed and supported. Access to additional cylinders will remain available if clinically indicated and Clinicians may request package adjustments at any time.
